Context Bar Missing (8.07)

When resuming a game that had been saved while on the "Games" News Screen, the context bar at the bottom of the screen does not come back when changing to another News screen. The context bar normally does not appear on the Games screen:



But when you switch to one of the other screen (Standings, Finance, Leaders, etc.) it reappears (like in the following Standings screen):



But if I save a game while on the Games screen, when I resume the game (on the Games screen) and then switch to another News screen, the context bar does not reappear (as in the following Standings screen):



I have also attached the mog file from the game that produced the missing context bar on the Standings screen.
