I agree, the pitch type should affect stolen bases. Had a fast runner thrown out on a knuckleball which is pretty absurd. That with version 12.08, so this problem is not limited to BM'09.
This is why one should not call for a steal in one-pitch mode.
Actually it is part of the calculation, but the code generally assumes the pitch will be between 75 and 100. 95-mph fastball = harder to steal; 75-mph curveball = easier to steal (but not 100%). There's probably a point at which the steal should be essentially automatically, like in the eephus example given above.

I hope the base-stealing, hit-and-run. double-plays, and other base running issues will be fixed for BM 2011. Statistically base-stealing is pretty much a wash in real life, but it's an interesting part of the game, especially in manager mode, and the excessive number of double plays makes it frustrating not to have this weapon available.
